In October 2014 the Secretary of State for Communities and Local Government issued the first Local Government Transparency Code. This was updated the following year to .

The code sets out the minimum data and information that all Local Authorities must publish, the frequency it should be published and how it should be published. The full documents can be accessed via the .

The following information sets out links to the mandatory data and information that the Council is required to publish quarterly, annually and only once. As this is a new requirement not all of the information is currently available. This page will be updated in line with the statutory deadlines.

All of the information provided can be used and re-used under the terms of the , published by the National Archive - please familiarise yourself with the terms of the licence before re-using any of the data.

Information which must be published quarterly

Expenditure Over £500

Each individual item of expenditure above £500 (individual invoices, grant payments, expense payments, payments for goods & services, grants, grant in aid, rent, credit notes over £500 and transactions from other public bodies)

Procurement Information

All invitations to tender for contracts to provide goods and/or services with a value that exceeds £5,000 (net amount excluding recoverable VAT)

All contracts, commissioned activity purchase order, framework agreement etc with a value exceeding £5,000 (net excluding recoverable VAT):

Tenders for works relating to land and buildings with values below Official Journal of the European Union thresholds* are managed outside the web tendering system. The tender list for each contract is generated at random from a pool of contractors who are registered on Constructionline, who have expressed an interest in the relevant category of work and who meet Property Services' requirements:

  • SSIP accreditation (Acclaim, CHAS or SAFE Contractor) (Safety Schemes In Procurement – Contractors Health & Safety Assessment Scheme
  • Public Liability Insurance cover of at least £5m
  • NICEIC or ECA approved contractor status (not Part P) for any electrical contractors. (National Inspection Council for Electrical Installation Contracting â€“ Electrical Contractors Association)
  • Gas Safe registration for any mechanical contractors

Constitution

°ÄÃŽðËãÅÌ×ÊÁÏÃâ·Ñ´óÈ« has a constitution which sets out:

  • how the Council operates
  • how decisions are made
  • the procedures which can be followed to make sure these are efficient, transparent and accountable to local people

Some of these processes are required by law, and others are processes which the Council has chosen.

The files available list land and buildings owned (freehold or leasehold) or used under other legal agreement by °ÄÃŽðËãÅÌ×ÊÁÏÃâ·Ñ´óÈ«.

The list does not include the following:

  • properties from which council-related services are managed or delivered and in which the County Council has no legal interest, e.g. foundation and some Voluntary Aided schools
  • houses tenanted by individuals
  • highways infrastructure such as roads, pavements, bus shelters and cycle-ways; records of assets held for Highways purposes are currently being reviewed, and any which are found not to be subject to public rights will be added to the list in due course, in accordance with the Transparency Code
  • other non-property assets such as vehicles or IT

This dataset includes location data derived from Ordnance Survey, which is subject to the terms of the Public Sector End User Licence – INSPIRE. Parking Revenues

Income and expenditure on the authority's parking account including details of revenue collected from on-street parking, off-street parking and Penalty Charge Notices. Detail of how the authority has spent a surplus on its parking account.

The following details are provided within the Council's published annual within the notes to the Statement of Accounts, (see section Officers Remuneration):

  • the number of employees whose remuneration in that year was at least £50,000 in brackets of £5,000
  • details of remuneration and job title of certain senior employees whose salary is at least £50,000, and
  • employees whose salaries are £150,000 or more must also be identified by name.
